They also have some financial incentive programs to help farmers, businesses, and home owners with the purchase of renewable energy equipment (however, currently NONE support off-grid facilities - hopefully, this will change soon):
A private company offers wind speed and statistical information on this website. Simply enter your location address and it provides an overview of wind resources at your site (again, your best bet is to test speeds at your own location, as we have found these kinds of overview websites are just that - overviews and generalities - the information is not necessarily a good indicator of the conditions at your particular site):
